As the winter weather approaches, the city of Seattle is looking at revamping its multi-million-dollar effort to help the homeless. Mayor Ed Murray is proposing an ambitious Pathways Home plan that includes streamlining current homeless spending and a push for more permanent housing. Should the city allow encampments on undeveloped park land? Is creating four new encampments a good idea? What role will temporary shelters and transitional housing play in the new city plan?
