The Seattle Police Department, which is struggling to replenish its ranks, has just been given a boost from the city in the form of signing bonuses. New recruits will soon receive $7,500, and transferring officers will receive $15,000 when they join what's already the highest paid police force in the state. Why is the incentive needed, and will it help attract experienced candidates and recruits from historically underrepresented communities?
