On the Feb. 9 ballot, Seattle voters will have the opportunity to vote on two Seattle Public Schools levies - an operations levy and a capital levy. Together the two levies would raise $1.2 billion. What will Propositions 1 and 2 pay for? Will voters agree on the list of priorities? Will the state's inability to come up with adequate education funding affect the vote?
