Each night in Seattle, thousands of people have no permanent place to call home. Some struggle with addiction, mental illness or financial problems. The sheer numbers prompted the mayor to declare a state of emergency. Solutions are hard to come by. But now, a unique program has police officers and social workers teaming up. They go from camp to camp, not looking to make arrests but to administer services. And they do it with compassion and a genuine desire to help those in need. Is it working?
