The City of Seattle takes a lot of pride in the great lengths it goes to be "inclusive." That means to make sure that every voice and walk of life in the community is somehow, someway reflected in city government itself. There's one program most of us have never heard of -- and yet every year, it wins awards for how well it works. And "work" is the keyword here.
